Does my website shopping cart need an ssl certificate?

Yes, absolutely yes.  Accepting credit cards through a non-secure web page is very dangerous because your customer’s credit card information is extremely vulnerable when it is being sent through the internet insecurely.  Also, doing so is very risky because you can be held responsible if your customer’s credit card is compromised as a result of their purchase of your products.  This can result in a $50,000 fine for your first offense with the possibility of being restricted or permanently prohibited from using any merchant services by the merchant companies (visa/mc/amex/discover).
